Construction contract management services is our specialty. TLC Engineering, Inc. has specialized experience in providing construction contract management services applying Construction Industry Institute (CII) best practices to simultaneous projects of varying dollar magnitudes (ranging from $50,000 to greater than
$5,000,000) on complex facilities. TLC Engineering, Inc. uses its in-house staff of qualified engineers and project and construction managers. For added support, we have a number of Teaming Agreements with small and large firms of various disciplines when additional engineers, construction managers, inspectors, and support staff are needed. In addition, TLC has mentor protégés who also provide support.

Architectural Engineering Services
TLC has staffs of licensed full-service engineers, who have provided engineering design and consulting services to many large firms such as Parsons, CDM Smith, Freese and Nichols, Fluor Daniel, and CH2MHill. We have a registered architect on staff and engineers in every discipline, with many years of experience in multi-family residential, educational, commercial, and industrial facilities.
Pipeline Design and Inspections
Tony L. Council, owner, has over thirty (30) years of experience implementing projects for major petroleum companies such as BP and Chevron. In 2000, Mr. Council served as Project Manager for the Green Lake Project in Texas, which set a record for being the world’s longest directionally drilled pipeline. This project consisted of dual, 25-mile, bi-directional pipelines, with all support appurtenances and facilities.
TLC has provided many services related to the petrochemical industry such as pipeline engineering, with oversight of all disciplines, including route selection, land surveying, environmental studies, compliance, and construction inspections. TLC has also provided services involving engineering design, right-of-way (ROW), Federal Energy Regulatory Commission (FERC) permitting, wetland mitigation, and construction management. This complete palette of services involved conducting progress meetings, providing project coordination, budgeting, scheduling, bidding and negotiation of contracts, providing cost analysis, and commissioning of facilities.
Water/Wastewater
TLC staff has a variety of experience pertaining to water and wastewater design and/or evaluating. We have worked with major firms, such as Fluor Daniel, CDM Smith, and Freese and Nichols to provide innovative engineering solutions for an array of water and wastewater projects. For example, TLC has provided construction management services for the rehabilitation of ground storage tanks for the City of Houston. The project involved construction management services providing rehabilitation, inspections, and maintenance, as required for water storage tanks in all locations of the city.
Construction Inspections
TLC Engineering, Inc. has specialized experience in providing oversight and inspection of construction, operations, and maintenance projects of various dollar magnitudes (ranging from $50,000 to greater than $50,000,000) and disciplines for complex facilities. TLC engineers and inspectors have Hazardous Materials (HAZMAT) certification in addition to other OSHA certifications, and many are certified inspectors for the City of Houston. TLC also trains and provides inspectors and monitors for disaster recovery efforts.

TLC offers a full range of natural resource services, including field investigations, planning, and permitting. Our experienced staff includes scientists, environmental engineers, and technical managers, who are focused on helping our clients develop strategies to protect and manage natural resources while keeping their project on track.
In preparing environmental assessments for compliance with the National Environmental Policy Act of 1969 (NEPA) at local, state, and federal levels, TLC conducts field studies and assessments, geographic information system (GIS) mapping, and data gathering. In addition, TLC coordinates with subcontractor specialists, prepares comprehensive reports of findings (including environmental assessments and categorical exclusions), and provides client coordination, agency interaction, and permitting.
As a result of consulting for the needs and requirements of other agencies, such as the Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (USACE), the Texas Water Development Board (TWDB), and various Texas counties such as Jefferson, Harris, Cameron, Kleberg, Shelby, Fort Bend, and more, TLC can provide services to federal agencies, state agencies, local governments, and private companies, who are proposing projects that involve federal funds (e.g., highway construction, capital improvement) or that require federal permits.

Disaster Recovery
As a firm, and in cooperation with our key partners, TLC is proficient in the services required: supervising, monitoring, and documenting (in accordance with FEMA guidelines) the demolition and hazardous waste abatement, historical selective salvage, and demolition debris removal required after a major damage-creating event. TLC also has the expertise to undertake grant management, data management, contract negotiation and management, cost/billing management, operations management, quality control management, logistics coordination, damage assessment training, and communication with local, state, or federal agencies to maximize any funding or reimbursement services.

Construction Estimating & Constructability Review
Construction estimating and constructability reviews are provided for many TLC projects, as part of our bid process. We use in-house CostWorks software by R.S. Means for cost estimating. Our staff expertise, with experience in general contracting, takes the lead in cost estimating as well as project scheduling and budgeting. When work schedules become challenging, we draw on one of our Teaming Partners for assistance by outsourcing as needed.
Telecommunications Services
TLC is a highly respected partner with a nationwide presence and resources. We utilize state-of-the-art equipment and software for long-term evolution (LTE) 4G and 3G testing and monitoring. TLC has deployed successful emergency communication systems in the aftermaths of Hurricanes Katrina, Rita, Gustav, and Ike.

GIS, Mapping, & CADD Software
TLC uses state-of-the-art technology to provide our clients with the best quality product available. We use ArcView and ArcGIS software for mapping, ACAD and Revit for MEP and structural and architectural design, and AUTOCAD Civil 3D for site development. We also use Bentley MicroStation and Geopak software and STADD Pro for structural design.
